Upward Extensions Permitted Development - August 2020
A new permitted development right has been introduced since the 1st August 2020 that allows up to two additional storeys on an existing flatted residential building. To qualify, the building must have been constructed between 1st July 1948 - 5th March 2018. To qualify buildings must be:
- Free Standing and purpose built as flats.
- Three storeys or above
- Including any extensions, no taller than 30 metres.
- Floor to ceiling heights must not exceed those of the existing building or 3 metres in height.
DEVELOPMENT IS NOT PERMITTED IN CERTAIN LOCATIONS
- Heritage buildings, Grade listed buildings or land within its curtilage.
- Statues / monuments. Scheduled monuments or land within its curtilage
- Natural reserves & sites of special scientific interest.
- Dangerous sites & areas with safety hazards
- Land within 3 kilometres of the perimeter of an airfield.
What is needed to submit an application?
The legislation sets out the requirements in terms of what needs to be submitted to the Local Authority. Architect7 can help building owners understand the planning policies around upward extensions and can submit Permitted Development applications.
How much do architects charge?
On average, a traditional practice will charge between 5% - 10% of the project cost.
This is the full amount that you will expect to pay. Throughout the whole build. Even the communication and support is included in the architects fees for any project from drawings to build completion.
For instance, if you are planning on building a 5 meter rear extension & kitchen renovation in London and your project costs £80,000 overall, you may find that with a traditional practice, expect to budget between £4000 and £8000 for your architect.
However before you commit to any build work measured drawings & planning permission applications will only cost you around the £1450 mark. Now, if this is your first time remodelling a home, it can be difficult to work out these costs upfront. After all, what’s 10% of a budget you haven’t decided on yet?.
Building Regulations / Building Control
The Waltham Forest local authority is obliged to make sure that the standard of building work in their borough complies with Building Regulations. Architect 7 have built up communication history with the Building Control Department in the Leyton authority such that we already have a precursor to what plans are likely to pass eve before the application is submitted.
Building Control applications are submitted to the council together with a fee. The amount is usually based upon the scale of the build.
Basement Planning Architects in Leyton
Planning authorities have tightened their restrictions on basements and require additional information with any basement application. However many people are surprised to learn that planning permission for basements can still be easier than for some other types of project.
This is because a basement will have no impact on the appearance of the house above ground, and a basement does not create overlooking or affect a neighbour’s amenity directly.
In fact, if the basement is just under the house (not the front or rear garden) it can even be Permitted Development. To satisfy the planning department a well written Basement Impact Assessment will need to be submitted as part of the planning application.

Overhead 3D drawings
With over head and outside views you can almost picture your home as if looking at it from a dolls house perspective.
"What usability will it add?" I hear you ask.
Well when it comes down to improving your home, most customers primary goal is space, space, space over looking the way they move around their house.
If not asked, you can go throughout an entire project without considering the distance from the bedroom to the bathroom, and how many other bedrooms are crossed in between.
Now this is one of the many overlooked aspects of how we can help you troubleshoot a simple and easy dwelling withing your home.

How are planning applications decided?
After we have submitted your planning application to the local the borough authority the planning officers will check that all the required information has been received.
Most applications are fairly straight forward and will be decided by officers. The local authority planning department will base its decisions on so-called “material considerations,” including:
- Design, Build Work & materials
- Layout, proximities & building timescales
- Impact on neighbours, loss of sunlight or overlooking
- Landscaping
- Noise
- Impact on listed buildings and conservation areas
- Loss of trees
- Local, national and strategic planning policy.
Our Track Record
Our record of dealing with most of London’s Local Authorities and obtainting planning approvals for demanding projects in conservation areas, for listed buildings mean A7 particularly rise to the challenge of working on buildings that require a sensitive design approach.
For residential projects that require planning approval it is important that we carry out a measured survey, and initially produce an accurate set of existing drawings. These drawings are important to the planning submission, but also for developing the design proposals that will form part of the planning application.
Once the planning proposals have been fully developed, Architect7 will then liaise with the planning officers of your Local Authority ahead of making the planning submission; it is worth noting that some local authorities have now stopped offering this service. But when this is possible we will be able to flush out any issues ahead of the submission, and make sure that the application has the best possible chance of being approved.
